Hard to answer, but generally, when the rate of new infections starts to go down, we can start to loosen up.

It doesn't spike again at that point, because of herd immunity. So, it's not a cycle, it has a beginning and an end. After the slope starts to go down, there will be localized outbreaks that can be contained.
