It may very well be. I don't know what you do if someone else were to go to move into your apartment. Maybe they don't use a mover. I don't know.

But yes, it isn't a bright line. Even with grocery stores and pharmacies and gas stations "only" everything that supplies them has to function and everything that is required to get the suppliers and materials to function is essential. Pretty soon there is still a fair amount of activity. And the banks are essential to keeping those things going as well. Lots of work can be done remotely and that's not being shut down, but the remote working has to continue to function. That's why a complete lockdown is really not feasible. The goal is to minimize it to the absolute most possible degree. But that will never be nothing.
