Others may not be in a financial position that allows them to do that. But it seems like a good and fair idea.

As a business leader, priority one should be ensuring that the employees are kept safe. Priority two is ensuring that the business can weather the storm. Priority three is understanding how priorities 1 and 2 can come together to ensure that the business doesn't collapse before revenue can resume.
Restaurants with high rents and low funds/no credit are basically looking at going belly up after the first week or two of no revenue.
There is going to be a glut of bankruptcies, even here in Canada. Many restaurants will be going out of business. Which will affect commercial real estate revenues, which could put entire property management firms out of business as well.
And the road back to normalcy is going to be paved with reduced patronage and mistrust of safety, even though the existing food safety standards are mostly fine.
