I'm not sure I'd say it's a waste. If they had a legit reason to believe they were exposed or were showing symptoms it's fine that they

were tested even if it came back negative. Hopefully we'll soon get to the point where nearly every test is coming back negative.
The issue is if these people aren't showing symptoms and are just worried so they're getting tested. That's a waste of a test right now.
There's a chance I was exposed but as long as I'm not showing symptoms I won't get tested.
