I don't think he understands at all what's involved here. He's still operating under the belief that it's just a bad flu. He clearly doesn't

or accept the concept of how it will overload the system and what that will look like (even though there's literally visual evidence of what it's doing in Italy). He still thinks it will just be different here because this is America and he's the president. He has no idea what he's doing.
