I do find it common on these kind of issues. Often they may actually state something factually correct, but don't understand the broader context and

construct in which it's used. But this is inevitable when they're trying to digest and report on something in real time. I suspect even the drafters are missing stuff and getting stuff wrong. This is too big and in too short of a time to be perfect.
