One thing has be striking me as odd about all these layoffs and such. I've been "displaced" 3 times and each time a 60 day notice period was required.

Now, it could be non-working (as in your last day is today but you'll be paid for 60 additional days). I unfortunately never got to experience a non-working notice period in my 3 experiences.
This wouldn't be all employees, but should cover employees working for larger companies, such as the airlines, national chains, Sea World below, etc.
But it appears there's probably a couple loopholes here, most specifically "unforeseeable business circumstances" or "natural disaster" which is why this isn't a thing right now I guess.
