there is a small community outreach police office on the same floor as my office, I was speaking to one of them the last week before everything shut -- (edited)

I asked if crime was lower than normal, or normal. he said at that point it was slightly down, but not a lot. However, all their prep work and planning at that point was about the potential for large scale looting once things REALLY shut down. He didn't seem to think it was inevitable or anything, but they were in discussions about it.
