I'm no statistician, but wouldn't it be more prudent to apply it so something along the lines of "cases per X of the population?" It's still a lot.
Populations:
Italy: 60.48 million
Spain: 46.66
USA:327.00
China: 1,386.00
If China *is* reporting accurately, then it's doing well for their population
