Well, we clearly can't. People do not put aside their own comfort typically. That has been seen repeatedly in these weeks. Crowded playgrounds and -- (edited)

Those that don't believe in intrusive government are learning a big lesson in civics.
People will act in their own self interest for the majority of the time.
People clearly will not choose to only order essential things. The government needs to force them.
The people who order not essential items should be tarred and feathered just as badly as the kids on spring bring in florida.
