This seems fine to me, I just wonder if there are not other businesses that we are letting fail that could be easy enough to use safe protocols too

If it's risk v. reward, the "reward" of liquor stores is just the jobs of the people being saved their jobs (vs. grocery store where it's the jobs of those people plus the lives of the neighborhood being fed).
There are other higher "rewards" out there -- outdoor gyms, outdoor restaurants -- where if it's easy to implement safe measures in a relatively cramped and small liquor store (that I'm 100% sure are not being followed), why aren't we saving those jobs for those items too?
Heck, just have the stores put their merchandise on the sidewalk.
It becomes really, really arbitrary and irrational extremely fast
