Those will be useful for patients who would otherwise need AMBU bags which are manually operated.

NY's Cuomo was talking about the need for AMBU bags and possibly using Guard troops to operate them 24/7 for some patients.
The Bipap machines are positive pressure ventilators that push air into the lungs. They aren't going to be useful for people seriously ill, but they will free up the larger ventilators for the patients truly in need and allow patients having difficulty breathing to be helped and possibly prevent them from getting worse or suffering greater damage to their lungs.
