No, I’ve even said here if it was just the primary that would be a different story but it isn’t.

There are no other means. As ty pointed out they didn’t even get absentee ballots mailed out much less mail in vote, which isn’t allowed under state law.
Muni elections are just as important, if not more so, than federal elections.
