measures like deferring property taxes, etc. (And the municipalities would need to be backstopped by state gov'ts and states in turn by the federal government)
The federal government can flow support through the banking system to maintain their cashflow while they suspend mortgage payments.
And then there are wage subsidies to people who are out of work, or at risk of being out of work due to COVID-19.
I don't think there's a single measure for this - rather it's about establishing a system that helps everyone get through a time when a lot of people aren't earning income.
But if landlords are benefiting from these measures, they have to be willing to pay it forward to their tenants by deferring rent payments, or accepting less rent for a few months.
