I'd go with the groups idea, and start with NJ first because it's pretty close to the same racial demo of the total U.S.

And it's East coast, and it's easily accessible to major transportation. NJ > PA > OH > IN gives you easy mobility, fairly broad demographics, easy news coverage, plenty of donor opportunities. Then continue with Reagen's plan and do a swath of the south, back up to central, SW, NW. Campaign for 5 days in each region and have a debate there and move on.
