I'm pretty sure that drop percentage is in number of passengers. I'm not sure that any airport in the world is capable of the several thousand flights

I found a number of 850 flights as an estimate for last year which still makes the percentages remarkable

United fact sheet for their Newark hub says it runs an average of 404 flights to 164 destinations. Now: 15 flights to 9 destinations. -- (link)
