The other point is that at the end of the day people will want their own needs met as with everything else

Those with no economic risk (or low economic risk) will be OK with longer lock downs or more stringent re-openings or health measures
Those with higher economic risk will default to preferring to get back to work.
Pretending like ONE solution is the "morally correct one" is of dubious intellectual strength and of obvious ethical failing.
Each society will show what and who it values more (assuming the preconditions for reopening are met at least to some extent)
