All things considered, appreciation is better than not appreciation - but very few people want to be "the hero" - they want to do their jobs safely

and with the right tools and to be able go home at night without worrying that their job is going to kill them. For the rank and file person, there's not much they can do beyond "showing appreciation", so it's not necessarily directed at them, more towards people in positions of power. But if the attitude ends with "well I clapped, I did my part" ... well... that's kind of contributing towards this attitude that these people have been drafted into a war not of their choosing.
