No, I just cited it as a bias identifier. I'm not suggesting that there aren't hot spots where there is more risk required. But again...

...It's her job to accept some of that higher risk. If admin/politicos are being reckless, fine, have at it.
But if it's just "We are making it the best we can but sorry, circumstances dictate that you're at a higher risk," then it's the role.
