I get why people would be suspicious but I don't think it has to be sinister motivations

I know I thought that countries with worse health care infrastructure would be hit very hard, and that the spread between countries would be impossible to stop once it broke out. Turns out not to be the case, and the main spread was via affluent tourists, who by and large weren't in Africa. They also got time we didn't to shut down and identify, and many of them have stronger centralized control to enforce things. It's pretty far-fetched to think that the Gates' aren't happy that their dire predictions didn't pan out.
