It's just a way of creating a security to represent the creation of the funds. Basically, the US government can create money and the coin would be

the physical representation of it.
Instead of printing a trillion $1 bills, they create one $1 trillion coin then "deposit" that coin with the Fed that then can issue funds electronically.
The risk would be inflation, but that risk is pretty low, right now.
