Three weeks isn't unexpected with CA post, I believe.

That's why our PO is larger than the one that services Wall Street in NYC, and all the autos parked outside have Canadian plates.

This is the Washington State border--Peace Arch. the US post is simply faster and more reliable. So it seems.
