like the global warming vs climate change language, I think people misconstrue this as well.

What I get from it is:
a person who is sick and in the sun isn't going to do anything to the virus.
If that person sneezes on a surface outside, the virus will die pretty quickly so can't spread surface-to-touch.
But walking by someone outside, in the sun, on the beach, and that person coughs into the air, as a droplet, it's going to last a while.
