Essentially, yes, they're saying "bring your PTO down to something that you can stand to not get paid out for."

all of my team are salary, and are available 24/7, so only take PTO when they go on vacation or are really sick.

And you can roll over 80 hours each year.

Essentially, most on my team have 100+ hours of PTO time.
