And I'm saying, that based on my experience with the banks it wasn't that they planned to maximize their fees by doing it that way. It just worked

out that way because it was the only way they could process the volume of applications they got. Clearly larger clients had an advantage, but it wasn't because they planned to maximize their fees. If there was anything "nefarious" about it, it was that they were helping their borrowers because it helped sustain the businesses of their borrowers.
