Per the latest numbers I saw, 18 counties have had zero cases. Another 16 counties only one case each. That's nearly a third of the them.

Not by population, of course. These are rural places. But there does come a point when you have to consider whether you need a statewide shutdown, and I guess Parson has decided we don't.
I expect St Louis City and County, KC, Columbia, and Springfield will keep theirs in place. Maybe some smaller cities like Joplin and Cape Girardeau.
