There are certain reasons for being tested, which are in the guidelines. "Planning on going to Target" is not one of those reasons, natch -- (edited)

That you work in a prison or care facility or other high risk place, those would now be good reasons for public health reasons.
Now if you're talking about the antibody test: States are talking about getting a pool of "already tested" people as a more or less official list of people who can genuinely 100% go back to work outside their homes.
