FEMA ordered/hijacked charter buses to a holding area, most were on their way to evacuate senior residences, both ended up drowning in Katrina

they originally arrested an owner of a senior's residency but he pointed out the buses ordered to rescue were directed away.
the holding area? it flooded and several hundred buses were destroyed.
a sheriff had deputies ride shotgun with orders to shoot anyone trying to redirect them
