Depends on who owns the rights to the title and characters. If it's Amblin, yes, but they'd need Spielberg's blessing. If it's Warners, yes, but...

Who'd risk pissing Spielberg off if he doesn't want it to happen?
Frankly, there's no need for a sequel. The Goonies are good enough.
