This is precisely why Universal Basic Income makes so much sense.

Just give everyone a chunk of money. No conditions to be met. Red tape gone. You could actually use to end unemployment and social security as well, etc. For those of us earning over a certain level we get taxed on it until it's returned. I have republican friends who think this is a better approach. But they aren't stupid, petty republicans who don't want "those people" to get their money.
