You can't communicate with anyone that you're not in a relationship. But as soon as you're aware of someone, you're in a relationship with them. That seems a weird thing to be talking about on the radio, but it is NPR I guess.
Thinking about it, it is possible to communicate with someone you don't have a relationship with. A message in a bottle tossed in the sea, or Voyager 6 are both examples of this. Though obviously we believe it's a possibility that someone will collect and understand these messages
