In some cases, entire organs and organ *systems* can have different DNA. Within the same person, without surgery.
Couple that with Split-Brain Syndrome, wherein the two hemispheres of the brain are separated at the corpus calosum, and form two unique personalities that can be interacted with in various ways (as seen on a recent episode of House), and it becomes more and more difficult to classify something like gender reassignment as "creepy" or "unnecessary" or "symptomatic of an underlying solely psychological issue". Not that you phrased it those ways, but that's the way you seem to be leaning.
Yes, it's fine for a fake wee-wee to give you the heebie jeebies, but to call a valuable surgical technique "creepy" can be perceived as disrespectful and demeaning.
