It's all about who owns the property. Stranger Things will never be on anything other than Netflix.

CW can play Titans or Doom Patrol because they're produced by Warner Bros and CW is co-owned by CBS and WB. LA's Finest is produced by Sony Pictures Television so it's a mercenary, up for grabs. But because of how licensing and residuals are being structured these days, a WB-owned show is unlikely to ever air on anything other than a WB-owned network (or co-owned network, in this case). A Paramount/Viacom-owned show will only ever air on a Paramount/Viacom-owned network. Etc.
