Better to keep the economy sort of open and disproportionately affect the poor than crash it for everyone. Plus Brazil can’t afford the kind of bailout most FW countries are running. This kills more people, but stands the best chance of keeping him in power. I don’t think he actively wants more people to die, he just doesn’t care if they do.
