they likely are targeting dense, big city urban drivers.

which is likely where the best tax credits probably would be as well.
When hybrids came out, they only had some models in certain states. We almost drove to NJ to buy a Nissan Altima hybrid, but instead went with the Camry hybrid (which was in FL at the time).
