I think they're focused on the wrong thing, probably on purpose.

declining positive testing rate is good, but exactly what you'd expect to see as you massively increase testing capacity. there haven't been major spikes in Texas, but the rate of infection is still increasing (as in the number of new cases per day). It flattened for about three weeks from April 8-30, but is on its way up again.
