The liquid oxygen needs to stay at a certain temp to provide the correct propulsion numbers. If they load but then can't launch at T-0 they have to unload the prop because it will get too warm and then they have to reload properly cooled LOX. In the time it takes to do that, the ISS moves out of where it needs to be for the capsule to reach it.
