Not necessarily. This is a Falcon 9 thing. There could be other launch vehicles. The Falcon 9 uses supercooled liquids for better efficiency

This is a new thing. That's why it was a big deal that the loading of the propellants was done while the crew was on board.

NASA and Space X went back and forth on that one as it had never been done before. The conservative approach that during fueling, there's things going on that could go wrong. Expose the crew to least amount of dangers so load the rocket first then the crew.

The Falcon 9 doesn't allow for that as it is not practical to keep the supercooled state for an extended period of time. NASA was convinced by repeated success of the Falcon 9 process to allow it to be done for human flight
