It won't work for us. There aren't 20 teams filled with talented players to have another league where teams can move up and down from. -- (edited)

The financial impact on the cities and teams that get relegated could cause real problems for their future existence. There are TV contracts and other deals that become worthless if the team isn't in the top league.
There are so many issues with it. I love the idea but I just don't see any way for it to happen here.
I think it's too late to set it up and you won't get any current owners to agree to something that might have their team demoted.
