They couldn't compete with BC Ferries (a crown corporation). Not enough people were willing to pay a premium to walk-on harbour to harbour.

Edited to add: They also had to compete with sea planes and helijet services on the top end. They aimed for a middle segment that wasn't strong enough to carry them.
