It would be such a major change for so many teams, businesses and cities that it's DOA as an idea. It would have needed to be set up long ago.

See my post above for a little bit of the issues which I'm sure you're aware of.
It works for soccer because it was set up before the sport was so large and so valuable. It's too late to do it now.
