contract but also not allowing them to go elsewhere for work?

I don't understand how it's legal for a team/business to do what the A's are doing. They're saying they're still under contract with the team but they're not going to pay them or let them go look for work elsewhere. They're stuck "working" for the team but without any salary. How is this legal?
