I haven't watched the vid in full but I thought I heard it showed he was alive when being kneeled on but motionless on the stretcher.

I don't know what that means for the charge, and it doesn't mean kneeling on someone's neck is acceptable, but this doesn't look like a "fix" report. It seems consistent with the video so far (if I heard correctly).
