Some local commentators proposed licensing officers or something like it. Every few years they have to renew.

Also having some college education as a requirement for the job.
Can't remember the mechanics of the licensing, but if an officer is fired for bad acts he loses his license and cannot be hired by another force. This because many cops fired from one job for whatever bad acts move onto another force, because they don't either check or the previous employer doesn't say anything.
