It is payola. It's just not illegal payola.

Payola in the radio context is illegal because the radiowaves are a public resource regulated by the federal government.
A grocery store is a private space. People and organizations can contract privately as they wish within the bounds of the law (e.g., a contract for sexual services would be viewed as illegal prostitution). Since there is no law prohibiting suppliers from contracting for preference in shelf space at grocery stores, their commercial contracts are entirely legal.
