I'm curious. You are probably right given that going from 98/99% shutdown, there's only one way to go but down in terms of total number of shutdown

I'm sorta betting on a very similar to the first second wave - almost always happens in pandemics - but I could see less than 30% of the shut downs.

That's true but does depend on the level of the flat line. A flat line at 10 cases per day isn't the same as a flat line at 10,000.
