Well, the parks are right next to each other. you just walk through the Universal Citywalk and you're at the entrance of the other park.

the cool thing about the Hogwarts Express is that it links both Potter sections of the park. So, you can get the full Potter experience without any kind of buffer in between.
but getting from park to park is like a 2-3 minute walk
