I would also assume non-consensual sex (ignoring the power dynamic for a moment) is still illegal and that the concern here is that 'consensual' relations still really can't be consensual due to the power dynamic but there is no law against that?
But I'm not googling, that's just some guessing.

Not exactly. There are laws against law enforcement have sexual contact with detainees, even "consensual". In states where those laws don't exist,
