The 9th circuit (of which AZ is a part) has already said you have the right to film police in a public setting

As long as you don't interfere with them or break any other laws in doing so. The 1st, 3rd, 5th, 7th, and 11th have made similar rulings. The 8th (dammit, Missouri!) has gone the other way, so I guess this is still technically an open question but....
