Replace the bulk of their work which is spent hassling people with social services meant to help people.

You stand up a force of detectives to solve crimes (murder, rape, robbery, etc) and put social workers/trained preventionists to work deescalating social conflict and provide resources to struggling individuals.
In short, you seriously rethink what amounts to crime and what needs an armed response. Address the underlying social structures that put people in the path of the police force and instead of treating them as criminals, treat them as people in need of assistance.
It'll take properly funding health care, education, child care, work programs, addiction programs, etc, etc, etc.
